Apply 2 coats of either black, white – or whichever base color you prefer. Then apply 1 layer of topcoat. We recommend Quick Dry to move on quickly. Place the confetti dots with your pick-up tool in the wet topcoat (Dip your dotting tool in wet topcoat to make it easier to pick up the sequins.)
